Timmy i coming to az armed with an x-acto knife! Don't worry i saw this on Doogie Howser once.
My guess would be an ingrown hair. wait it out. i get those on my legs every so often.
But seriously, get some epsom salt [magnesium sulfate] and mash it up, then add a little water until it becomes a paste, and slap it on der with gauze overnight. it will draw out the infection/puss! No cutting i know you like the sound of that.
